The Principal and Fellows of St Hilda's College Oxford, invite you to the 2026 Lady English Lecture with distinguished guest speaker Dame Anne Owers DBE. Dame Anne Elizabeth Owers, DBE, served as Her Majesty’s Chief Inspector of Prisons from August 2001 to 2010, as the fifth individual appointed to the post. In October 2017, she became the first National Chair of the Independent Monitoring Boards. She has also served as Chair of the Independent Police Complaints Commission and previously as Director of JUSTICE, the UK-based human rights and law reform organisation. Owers was appointed Commander of the Order of the British Empire (CBE) in 2000 for her contributions to human rights and was subsequently elevated to Dame Commander of the Order of the British Empire (DBE) in the 2009 New Year Honours. The title of Dame Anne's lecture is 'Are some still more equal than others?'
